Where the phrase comes from
Buying through Telegram was never anonymous. The case that led to the 2019 arrests ran covertly for about eighteen months and ended with 42 arrests, including one operator extradited from Ukraine. Every group that replaced the original network runs on the same infrastructure with the same exposure.
The alternative is dull and it works: a treating physician files under procedure 106, the Medical Cannabis Unit issues a personal licence stating a monthly dose and a T/C category, and the patient collects at one of 420 authorised addresses. 544 products are registered in Israel, each capped by its T/C code.

What does "Telegrass" mean?
What survives of Telegrass is the phrase itself: the network behind it was raided in March 2019 and shut down by its own operators in 2023. People still use it to mean finding cannabis in Israel through Telegram, but the only route that actually exists is a medical cannabis licence.
Is cannabis legal in Israel?
Medical cannabis is legal with a licence. Since April 2022, possession for personal use by an adult civilian is treated as an administrative offence carrying a fine, with exclusions for minors, soldiers and prisoners. Trade, supply and brokering remain serious criminal offences.
Can tourists buy cannabis in Israel?
No: the licence process runs through an Israeli physician for an Israeli patient. Nothing in the system offers a lawful path for a tourist.
