What the term actually refers to
Two systems share one subject here. One is licensed: 420 authorised dispensing addresses in 120 localities, 544 registered products, every unit traceable to a batch certificate. The other is a rotating set of Telegram groups with no verified operator and no recourse.
Israeli law is not ambiguous about the difference. Section 7 of the Dangerous Drugs Ordinance covers possession and use without a licence; section 13 covers trade and supply, with or without payment, and section 14 sets the penalty at up to 20 years. Since April 2022, possession for personal use by an adult civilian is handled as an administrative offence carrying a fine, under regulations that exclude minors, soldiers and prisoners.
Where dispensing is authorised
Licensed dispensing is not spread evenly: of 420 authorised addresses in 120 localities, some regions carry far more than others.

FAQ
What does "Tel Aviv Weed" mean?
A search phrase left over from the Telegrass network, raided in March 2019 and closed by its operators in 2023. It now loosely means finding cannabis in Israel through Telegram. The only lawful route is a medical cannabis licence.
Is cannabis legal in Israel?
Medical cannabis is legal with a licence. Since April 2022, possession for personal use by an adult civilian is treated as an administrative offence carrying a fine, with exclusions for minors, soldiers and prisoners. Trade, supply and brokering remain serious criminal offences.
Can tourists buy cannabis in Israel?
No: the licence process runs through an Israeli physician for an Israeli patient. Nothing in the system offers a lawful path for a tourist.
